MassDOT

Project
Massachusetts Department of Transportation (MassDOT) sought out a LIMMS software solution to manage all the materials testing statewide for their $20 billion state highway program. The system needed to standardize materials-related information, support laboratory and field testing, along with all other attributes associated with the LIMS process for MassDOT’s Central Laboratory and six District Laboratories. MassDOT required business process designs and integration with existing technology assets.

Solution

MassDOT selected ATSER’s Assure-IT™ “Quality Management System” to provide governance and standardization for the construction management, inspection, and testing requirements. By employing Assure-IT™, MassDOT had the ability to make better decisions relating to each of their projects because project information is easily accessible whether they are in the office, on the field, on any mobile device, or at home (based on an approved permission model). MassDOT did not want a digital twin of their existing processes.

Rather, they asked ATSER’s Subject Matter Experts (SMEs) to recommend and implement a best practice software solution that improved upon their existing polices, processes, and procedures. The ATSER® solution was integrated with MassDOT’s financial systems, including TISH (MassDOT’s legacy project management system) and CMS (MassDOT’s legacy construction management system). ATSER® then migrated data from MassDOT’s TISH and CMS systems.

Georgia Department of Transportation (GDOT)

Project
The Georgia Department of Transportation (GDOT) is making $13 Billion of investments in the state’s transportation network. Historically, GDOT made use of their own in-house software solution, but with the expected increase of strategic projects, GDOT sought a more comprehensive solution. The FHWA CFR 23 requires the agencies to validate material acceptance results from the Contractor’s acceptance results.

Michigan Department of Transportation (MDOT)

Project
Michigan Department of Transportation (MDOT), using a Design-Build-Finance-Maintain (DBFM) contracting method, is constructing the third segment of the I-75 Modernization Project. Segment 3 is located north of 13 Mile Road to 8 Mile Road in the Cities of Madison Heights, Royal Oak, Hazel Park, Oakland County, and is approximately 5.5 miles in length. Segment 3 will include the addition of the HOV/general purpose lane to 12 Mile Road, reconstruction of the existing freeway lanes, replacement of 28 structures (including six pedestrian structures), constructing drainage improvements, ITS upgrades and incorporating community developed aesthetic improvements.

METRO Next Program Management for Planning, Engineering and Construction

Project
With Houston’s population expected to almost double in size over the next twenty years, is the way of the future.  Arising from Houston area community members’ and leaders’ input and suggestions, this plan is designed to ease traffic congestion and provide for more accessibility and usability for the disabled and seniors.  According to the Houston METRO Authority, it also proposes expansions across several types of transportation, along with investments in service and accessibility.

Solution

ATSER® was selected to provide an agency wide project control system for METRO’s $7.5 billion Capital Improvement Plan (CIP). The scope of the work included project management tools, document control, cost, schedule, and quality compliance with Contract Documents. ATSER® was also selected to perform Quality Assurance on METRO’s Quality Program for its $5B rail and transitions identified as METRO Solutions, Phase II, and make use of the Requirement Manger System (RMS) to conduct audits electronically and systemically for contract requirements, design, construction, and Operations & Maintenance (O&M) activities. 

ATSER® serves as METRO’s program as project controls manager and provides organization of program resources, cost, and time. ATSER® provides contract management of planning, design, construction, drawings, quality, schedule, workflows, and records. Utah Department of Transportation (UDOT)

Project
Utah Department of Transportation (UDOT) responded to the transportation need resulting from Salt Lake City successful selection to host the 2002 Winter Olympic Games by making use of the design build delivery process to accelerate the construction schedule.  The aggressive construction schedule required $1 million of construction daily to achieve the deadline. The projects consisted of 17 miles of roadway and 132 bridges, with a construction cost of more than $1.3 billion and a completion target date to accommodate Utah’s transportation need.

ATSER was contracted to provide project management services including management of the Quality Assurance Program, Engineering Inspection, and Verification Testing Services and Electronic Software Solution to collect, analyze and report results for what was at the time the largest transportation design-build contract awarded in the United States. 

ATSER was responsible for deploying a “paperless” laboratory electronic system for collecting inspection and test data from four (4) independent laboratory sources. The data was collected offline, uploaded on a central server, analyzed and reported. The results were electronically transmitted to UDOT’s central server.

NYSDOT Hunts Point Interstate Access Improvement Project

Project
The New York State Department of Transportation’s (NYSDOT) Hunts Point Interstate Access Improvement Project is to provide improved access between the Hunts Point Peninsula and the Sheridan and Bruckner Expressways for automobiles and trucks traveling to and from the commercial businesses located on the peninsula. In addition, the project will address structural and operational deficiencies related to the existing infrastructure within the established project limits.

Harris County selected ATSER’s® Manage-IT™ web-based software to provide integrated Project Information Management Control and Program Management (PM) solution for the Harris County Infrastructure Department (PID). Manage-IT™ provides a systematic approach for collecting, calculating, reporting, tracking and managing reports. Harris County, since late 2004, has relied on ATSER for their program management software solution system.

The Manage-IT™ “Program Management System” uses an Oracle open architecture database for recording, calculating and reporting of Engineering and Construction Project information. Information from this database is used to generate detailed reports. This data can be combined with the existing

Harris County IFAS database system to provide even more comprehensive reports. Manage-IT™ provides a web-based solution for managing all aspects of a capital project through the planning, design, construction, operations and maintenance phases of work.
Project information is made accessible through several methods including an advanced search engine, through global and segregated pull down menus and through an easy to use Geographical Information System (GIS) interface. Once an agreement or contract is selected, the user can enter, recall and report on almost every aspect of an engineering or construction project. Other system capabilities include the importation of field data through Mobile Devices, Smartphones, Tablet PCs or any other web capable device, support of pay estimates and the ability to generate and track Change Orders by contract.

ATSER® is providing customization per Harris County requirements and systems integration support to configure business logic and workflow requirements. The web-based technology includes internet security controlled by individual login/passwords that define roles, responsibilities, viewing, editing and access rights.

City Of Houston Capital Improvement Plan

Project

The City of Houston selected ATSER to provide staff to develop, deliver and operationally support a web-based CIP Management System, Manage-IT™, for the Public Works & Engineering Department. The introduction of a GIS interface as a principal entry point into the hundreds of projects contained within that database has been a major feature in the success of its implementation. The system also includes a unique front-end interface that makes use of mobile devices for the collection of field construction data.

ATSER deployed a web-based application with an Oracle database for the annual Capital Improvements Program (CIP) data collection software solution. The solution permitted CIP data to be collected via desktop and mobile devices. The data was shared via browsers to all team members. The solution also allows offline data collection. Using Manage-IT™, the ECRE Division of PW&E can monitor real-time project status, maintain more accurate records, allow project participants to effectively communicate and collaborate, access relevant project content in a secure environment, and improve the inspector’s efforts in collecting field information and better manage testing.

North Tarrant Express in Dallas/Fort

Project
The North Tarrant Express in Dallas/Fort Worth is dedicated to improving mobility along north I-35W, northeast I-820 and SH 121/183 Airport Freeway, through a regionally supported managed lane system. The IH 35W corridor will become a “Smart Corridor”, using active traffic management technology to dynamically control traffic based on real-time roadway conditions, enabling information to the traveling public, to improve transit times and allow transportation and law enforcement officials to better respond to incidents with real-time information. This is the third transportation infrastructure project in the US to reach financial close with direct investment by a pension fund (PPP). Segment 3A was scheduled to begin construction in early 2014, with completion estimated in 2018. Segment 3B was constructed by Lane Construction (Lane). Ferrovial Agroman (Ferrovial) is responsible for Segment 3C. The entire program is over $ 2.5B in construction.

Solution

ATSER services included providing our state-of-the-art project control system for the North Tarrant Express Way (NTE). ATSER’s software solution included a management system for the following: • Drawings • Inspection • Testing • Record Keeping. We deployed our web-based applications for record keeping, electronic blueprints, dynamic inspection reports and quality management system integrated with a documented management system. The solution permitted the use of electronic blueprints and dynamic inspection reports, collection, calculation, and reporting of construction data via desktops and mobile devices. The solution also allowed online and offline data collection. The data, available in real-time, was shared via the internet with all team members.

Transportation Expansion Project (T-REX)

Project

Completed in 2006, the T-REX project, which is the largest multi-modal transportation design-build project in U.S. history, increased mobility, enhanced accessibility and transportation options and improved safety for the traveling public. Contracted by Colorado Department of Transportation (CDOT), ATSER provided construction management, materials inspection and testing and deployment of Quality Assurance software services. The $1.67 Billion Dollar project included 19.5 miles of highway expansion and improvements as well as the addition of light rail. Using Assure-IT™, ATSER collected, analyzed and verified the test data resulting from the Southeast Corridors Constructors (SECC) Design-Build Contractor’s QA/QC test results.

Solution

ATSER was responsible for construction management, administration, oversight and providing a verification of the Design-Builder’s acceptance results. ATSER’s team performed 10% of the verifications with an onsite laboratory. The data was collected via on-line and off-line mobile devices and the entire construction team made use of a central web server. The data, analysis and reports were available in real-time via web.

Tacoma Narrows Bridge

Project
The new suspension bridge is being built parallel to and south of the existing bridge, providing two general-purpose lanes and a high occupancy vehicle lane for eastbound traffic. The new bridge will include a separate path for bicycles and pedestrians. It is also designed to accommodate a second deck in the future. The existing bridge will be reconfigured to provide two general-purpose lanes and a high occupancy vehicle lane for westbound traffic only. The existing bridgework also includes seismic improvements. In addition to the bridge works, the project will construct 3.4 miles of SR 16 from the Jackson Avenue interchange in Tacoma to a new interchange at 24th and 36th Streets.

Solution

ATSER is tasked to prepare a Quality Assurance Procedure for Construction (QAPC) that spells out the roles and responsibilities of all parties for all aspects of construction quality. The QAPC provides the procedural basis for tracking material and workmanship quality by both WSDOT and the design-build team. Complementing the QAPC, ATSER is implementing a customized version of its flagship web-based quality management system: Assure-ITTM. This system provides a universal, consistent backbone for the capture, reporting, and analysis of all relevant quality data from either the testing laboratories or directly from the field. Handheld computers, pre-programmed with test forms and inspection checklists, will provide the electronic link between the field and the central database. Success in the implementation of Assure-ITTM has resulted from the close cooperation between WSDOT and Tacoma Narrows Constructors, a design-build joint venture.

The Camino Columbia Toll Road project

Project
The Camino Columbia Toll Road project evolved because of the North American Free Trade Association (NAFTA).  Access from Mexico to the United States needed improvement due to the increased volume of traffic.  The toll road was designed to improve North/South access to and from Mexico and the U.S. through the construction of a $100 million, 22 miles, two-lane toll way.  The project also included the construction of 10 roadway intersections requiring bridges.  The project made use of local materials with eight inches of prepared fill, 10.5 inches of stabilized asphalt and 2.5 inches of HMAC.

Solution

ATSER® was retained by the Design-Build team to review and develop an alternate structural pavement design in accordance with TxDOT standards.  During construction, ATSER was responsible for the entire Quality Assurance Program including establishing the project controls for quality assurance and quality acceptance. ATSER also monitored the use of local materials and their availability as well as reviewing material test results. ATSER provided full-time, on-site personnel to provide field testing, inspection and laboratory services as well as the administration of the Quality Assurance Program throughout the duration of the project. ATSER’s Assure-IT™ software application provided real-time inspection and material testing data.

In 2015, ATSER was selected by METRO to supply Manage-IT™ to help manage its numerous programs. The selection was made when the agency was completing a major multi-billion-dollar expansion of their rail system and realized they had out grown managing projects with spreadsheets.  To continue effectively delivering quality transportation and facility projects on time and within budget, the PEC sought out a comprehensive project management solution that could increase productivity, enable better collaboration and ultimately ensure higher quality at a lower cost.  The Team investigated software solutions to increase automation and improve coordination between the field and administration. Houston ISD

Project

Houston ISD serves as a community school district for most of the city of Houston and several nearby and insular municipalities.  Houston ISD’s Contract Management Team required a web-based solution to increase collaboration, automate workflow, optimize performance and ensure more than 50 Independent School District facilities were completed on time and under budget.  

The Houston Independent School District (HISD) is the largest public-school system in Texas and the seventh-largest in the United States.  Many of the Houston ISD campuses were constructed prior to 1960 and as the need for renovation grew to accommodate more students, meet safety standards and include security upgrades, the Team recognized the need to invest in technology that would replace their paper-based inefficient office software processes, support their increased workload with industry-specific workflows, and enable collaboration between team members.

The Team started to investigate software solutions to reduce their paper-based, manual process and allow for better communication between the field, their multiple offices, and corporate.  They needed simplicity from an application that could house their daily reports, pay estimates, change orders, and project status reports.

Sea-to-Sky Highway Improvement Project

Project

The Sea-to-Sky Highway project in British Columbia, Canada was one of the first public-private partnerships to reach financial close within the North American transportation market. The Sea-to-Sky Highway project was needed in order for Vancouver to host the 2010 Winter Olympic Games.  

The Sea-to Sky project was to improve public transportation between Montreal and the North Shore with the construction of Auto-Route 25; replacing both existing bridges approaches, transition truss span and renovating their existing pontoons of the Hood Canal Bridge; and constructing the new Folsom Dam Bridge to accommodate the 26,000 cars that crossed Folsom Dam every day prior to its closing. 

Kiewit was selected as the design-builder on the Sea-to-Sky Highway project for The Province of British Columbia, represented by the Ministry of Transportation and BC Transportation Financing Authority. The design-build team was supported by prime designer Hatch Mott MacDonald and approximately 20 other local sub-design firms. 

The project included upgrades to 100 kilometers (62 miles) of the Sea-to-Sky Highway (Highway 99) between Vancouver and Whistler, British Columbia. Work included the construction of 48 new bridges/interchanges; 219 MSE retaining walls; 2.4 million cubic meters of earthwork; and 450,000 metric tons of asphalt paving. The project is managed in four sections, defined by geography, to enhance efficiency and assure construction quality.
Crews began construction in August 2005 and completed the project in fall 2009 — in time for Vancouver to host the 2010 Winter Olympics in February.

The system was also required to provide off-line capabilities and an option for the French language.

Manage-IT™ (also known as CIPMS), ATSER’s patented software engine, is the tool that drives the CIPMS.  Simply stated, the status of projects can be tracked from the planning stage throughout actual construction and closeout.  The system includes a comprehensive project document management control system to house all project information in a single repository. 

The Manage-IT™ software is web-based, thereby allowing access on a 24/7 basis from any device with internet connectivity.  It makes use of Oracle database and defined end user specified forms and reports to create an electronic knowledgebase for project management’s use through all phases of a project.  

Using Manage-IT™, the ECRE Division of PW&E, can monitor real-time project status, maintain more accurate records, allow project participants to effectively communicate and collaborate, access relevant project content in a secure environment, improve the inspectors’ efforts in collecting field information and better manage testing.

Port of Houston Authority (PHA)

ATSER’s Construct-IT™ web-based technology was selected to provide integrated Project Management information for use by the Port of Houston Authority (PHA).  PHA will use Construct-IT™ to provide tracking of capital improvement projects for all phases from planning and design to construction. 

The Construct-IT™ CIP system uses an Oracle open architecture database that will be integrated with existing PHA database systems.  ATSER will provide systems integration support to configure business logic and workflow requirements into the system to promote seamless, information interchange.  The web-based technology includes internet security controlled by individual login/passwords that define roles, responsibilities, viewing, editing, and access rights.  The Construct-IT™ CIP System performs a detailed estimate tracking of project timelines and documentation of cost, schedule, quality and contract administration information for all engineering and construction CIP projects.

Sam Houston Tollway

Project
The widening of the Sam Houston Tollway between SH 225 and IH 10 consists of the construction of a new bridge spanning across the Houston Ship Channel providing four toll lanes and full shoulders in each direction. This project has required extensive collaboration between public agencies to achieve successful development. HCTRA elected to span the Houston Ship Channel waterway completely to accommodate future widening and deepening planned by the Port of Houston, resulting in in a main span length between pylons of 1,320 feet and 175-foot vertical clearance.

Solution

Construction of the main bridge began in March 2018 and is expected to be completed in 2028. This project is estimated to cost $1.4 Billion. ATSER® is part of the Program Management team and is handling: Document Control, Business Process, & Workflow Management, and Quality Assurance. ATSER’s PMIS: Manage-IT™ is being used to manage the entire program.

ATSER was retained by the Harris County Sports & Convention Corporation – in a joint-venture with Schindewolf Associates–to provide Owner’s Representative services for the new NFL Stadium in Houston.

ATSER provided Program and Construction Management services for the new $449 million Reliant Stadium.  The new Stadium includes a seating capacity of 69,500 and a retractable roof.  The new facility adjoins the west side of the Astrodome.  The project included an aggressive 32-month schedule that targeted an August 2002 completion date.

ATSER’s role involved design phase as well as construction phase services.  Our responsibilities included coordination of the design consultant team, value engineering, design review and coordination with two major tenants, bid package strategy, status reports, decision recommendations to the owner and review of the consultant’s requests for additional services.  Also included in ATSER’s duties were the review and approval of monthly pay requests, quality assurance inspections, monitoring of the project schedule, taking those actions necessary to complete the project on schedule, the review and approval of any change order requests including negotiations as necessary.  Additionally, during the construction phase ATSER was responsible for coordinating the activities of the Construction Manager.

Dallas County Community College District

Project
The Dallas County Community College District (DCCCD), one of the largest community college districts in Texas, had been utilizing an inefficient, paper‐based communication system.

DCCCD, hired ATSER to replace their paper‐based communication system, when they found they needed a streamlined program that would support their growing industry-specific workload and would enable collaboration between team members. ATSER’s team and systems were able to meet these needs and goals while staying on time and budget.

METRO Solutions

Project
ATSER was selected to perform Quality Assurance services on METRO’s Quality Program for its $5B , Phase II. At the time, METRO was considering traditional Design‐Bid‐Build (DBB) and alternative delivery methods such as Design‐Build (DB), Design‐Build including Operate and Maintain (DBOM), and Finance with Design‐Build including Operate and Maintain (FDBOM). After submitting a White Paper describing the various delivery methods and their advantages and disadvantages, ATSER was contracted to develop METRO’s Quality Master Plan (QMP), which received FTA approval, and a detailed Quality Assurance Requirements (QAR) document outlining the requirements of the Quality Assurance Plans (QAP).

We deployed Assure-IT™, a web base quality assurance system software solution with an Oracle database for material inspection and testing data collection, calculate and reporting software solution.  The solution permitted CIP data to be collected via desktop and mobile devices.  The solution also allows online and offline data collection.  The data was shared via the internet to all team members.

Pasadena Independent School District

Project
The Pasadena Independent School District bond program included new construction and renovations for thirteen schools. These schools included a new high school, a replacement high school, a replacement middle school, a new fifth-grade campus, classroom additions at two elementary schools, major renovations at two middle schools, and new athletic facilities at existing campuses. Solution

ATSER representatives provided construction materials, testing, and inspections for the thirteen schools included in the initiative, encompassing more than 400,000 square feet of construction for new educational facilities. ATSER also provided a full scope of services encompassing earthwork, foundations, batch plant and field inspection of concrete and asphaltic concrete and reinforcing steel inspections and structural steel inspections. In also included welding and high-strength bolting inspections, ultrasonic inspections, and verification of fireproofing products and applications for compliance with project specifications and local and UBC requirements.

ATSER’s practices were demonstrated by the innovative and unique use of personal digital assistants and web page data access. Utilizing Assure-IT™ software program, representatives recorded test data and inspection observations on digital devices in the field. Draft reports were printed at that moment for use by the contractor and other relevant personnel in the field. The test reports were posted on the Internet so that anyone who had appropriate passwords could view them on our web site. This immediacy of information was crucial in eliminating possible loss of time normally caused by delays in verifying report data. ATSER’s project manager driven system provided a forum for rapid resolution of problems; as a result lag time was considerably reduced.

Project
The Harris County Department of Education directly serves approximately 30,000 students with four alternative campuses, therapy services provided in local schools, 21 Head Start centers for early childhood education, after-school programming in dozens of community and school settings and the oldest adult education program in Texas.  With 25 school districts in their region, the Harris County Department of Education (HCDE) needed a better system for keeping track of their projects.

ATSER implemented Construct-IT™. This bundled software system is our web-based capital program management solution that has the capability to provide rigorous project tracking through the planning, design, construction, closeout, and maintenance phases. These capabilities allowed the HCDE to provide accurate, timely, and consistent project and contract status on demand.

Combined with ATSER’s Track- IT™ system, Construct-IT™ allowed HCDE to manage, track, and provide accessible documentation for their entire project portfolio. In addition, our consolidated project dashboard allowed them to manage their entire project portfolio from planning to design, and through construction and maintenance. The inclusion of our Track- IT™ functionality allowed the entire team to collaborate and stay informed on cost, schedule, quality, and administrative issues.

Terradyne Commercial Labs

Previously, Terradyne made use of an in-house solution by using Microsoft Excel and Word for reporting and dispatching.
